House Democrats and White House Strike Deal to Replenish USDA Aid Accounts

House democrats and the White House reached a deal on the short-term fiscal year 2021 appropriations that would keep the government open and provide funds to replenish the USDA's Commodity Credit Corporation (CCC), which is being used to directly pay for the CFAP2 program which provides a new round of aid to farmers. The use of the CCC funds and the design of the program has been a source of political contention between democrats and republicans in Washington. The House democrats reportedly made a deal to replenish the CCC provided more food aid would be included in the continuing resolution and no CFAP funds would be available for oil refiners as was previously proposed.

The spending bill, which was passed by the House 359-57 was also approved by the Senate 84-10 just prior to the end of the fiscal year the evening of September 30th sending the bill to President Trump to be signed into law.
