Stabenow Looks to Boost Ag Spending with Climate Legislation

Senator Debbie Stabenow (D-MI) who chairs the Senate Committee on Agriculture, Forestry and Nutrition, recently indicated that budget reconciliation could serve as a vehicle to enact new climate legislation that would offer farmers new payments for certain environmental activities without detracting from other farm bill programs. She hoped that such a move would allow for the farm bill budget baseline to be increased prior to the reauthorization of the 2018 farm bill, which is scheduled to expire in 2023. Congress is expected to take up a new farm bill in 2023. Enacting new climate legislation is a priority for Senator Stabenow and the Biden administration, and taking on policy priorities through a budget reconciliation procedure is a possibility in this Congress as it serves as a manuever to avoid a 60 vote threshold in the U.S. Senate.
