House Approves America Competes Act Setting Stage for Conference with Senate

On Friday, February 4th, the U.S. House of Representatives approved its version of the America Competes Act (HR 4521), a comprehensive bill aimed at boosting economic competitiveness with China and reducing economic dependence with China. The measure passed narrowly with a vote of 222-210, which now sets the stage for negotiations with the Senate, which past its own similar version. The primary focus area of the legislation was on investing in scientific research, education and innovation in areas such as advanced computing, energy and space, the measure also included language related to agriculture. The agriculture components of the legislation ranged from protecting against ilicit foreign investments in the the United States to supporting advancements in artificial intelligence and Internet of Things (IOT) in agriculture, biological engineering research, and strengthening supply chains and supply chain infrastructure.
