Farm Program Critics Question Compliance with WTO on Government Aid

As farmers have dealt with multiple crises in recent years, the need for aid to producers has grown beyond the amounts provided under the 2018 farm bill. With Market Facilitation Program (MFP) payments and Commodity Food Assistance Program (CFAP) assistance and other ad hoc aid, the dollar amounts that continue to reach farmers has reached to unanticipated levels. The growing dependence on assistance has led to a growing number of critics, many of whom are now arguing that the U.S. is violating rules under the World Trade Organization (WTO), which sets subsidy limits on certain nations and certain types of payments.
