Congress and White House Wrangle on Ag Components of Ukraine Package

Given the ongoing Russian war against Ukraine, President Biden and Congress are currently considering and debating proposals to address various aspects of the war including what to do about the impending food crisis that is resulting from the conflict in Ukraine, a top producer of grains. Policymakers are considering actions aimed at increasing U.S. production of grain crops and bolstering production of key inputs such fertilizer.

Because of the lack of agreement, it's unlikely that any legislative solutions will emerge in conjunction with the current $40 billion supplemental spending package aimed at supporting Ukraine against the Russian invasion, however there was additional funding for food purchases to combat hunger. Despite not including certain farm policy legislation, USDA is expected to take a range of actions under existing authorities to address the growing food crisis, and additional legislation may be forthcoming.
