On Wednesday, Senator John Boozman (R-AR), who is Vice-Chair of the Senate Agriculture, Nutrition and Forestry Committee, issued a statement warning of potential budget consequences with the $1.9 trillion emergency spending bill (for COVID-19 aid and economic stimulus) that is currently under consideration before the U.S. Senate. He warns that the use of budget reconciliation to increase spending could be subject to PAYGO rules and require future cuts to farm program spending to offset the new spending.
