President Biden is expected to make an effort to tackle infrastructure in his next major legislative initiative following enactment of his American Rescue Plan, which provided $1.9 trillion in COVID relief and economic stimulus spending. The president is expected to unveil a $3 trillion "Build Back Better" plan to invest in domestic infrastructure and climate initiatives. Congress is expected to seek the policy through a budget reconciliation process that will allow for simple majorities to approve in both the House and Senate. As with the $1.9 trillion package, questions are expected to remain on how to pay for the spending plan and whether PAYGO rules will require future spending cuts to cover the costs.
