Congress Returns from August Recess with Spending Needs

Congress returned to Washington, D.C., on Monday, September 9th, with much of the next several weeks expected to carry focus and attention on approving spending measures to keep the government operating past the end of the 2019 fiscal year, which ends on October 1. A bipartisan and bicameral agreement met on an increase in the debt ceiling and annual spending levels for the 2020 fiscal year are expected to help clear the way for a spending agreement that will avoid the risk of a government shutdown.
