USDA Anticipating Record Prevent Plant Costs

Prevented planting insurance claims are very likely to set a record this crop year due to widespread excessive moisture throughout much of the United States, including Arkansas. In addition, some adjustments have been made by USDA and Congress to make the program more accommodating to farmers impacted by floods this year. Those adjustments include Congressional authority to increase payment rates, USDA program adjustments to provide Market Facilitation Program payments for certain cover crops, USDA adjustments to allow for early harvest of cover crops for forage, and USDA adjustments to allow for delated reporting of planting decisions from July 15 to July 22 in states affected by floods.
